There are no "PKs" in EVE.
Skull on your head simply means a bounty that someone placed there. And no you can only shoot them if their sec status is less than -5.0. -- Proud member of the [23].

Its just that the term PK doesn't apply in EVE. Just like "leveling up" doesn't, even though you gain skill points. -- Proud member of the [23].

No, PK/griefer/whatever is a name that whiny kids use to call people they don't like.
They aren't little boys, and they don't have a "small penis", and they don't generally live in their parents' basement.
Just because someone blows you up doesn't make them a bad person.
Pirates generally do a risk/reward analysis. For example, an industrial ship is never worth ransoming because if the person is willing to pay the ransom, the cargo was undoubtedly more valuable than the ransom itself. Pirates only ransom if:
a) They believe they will earn more off the ransom than killing you. b) They believe you have a good chance of paying the ransom. c) They can ransom. Sentry guns make gatecamp ransoms mostly impossible. d) They haven't had a streak of idiots who refused to pay the ransoms recently.
Just because they don't ransom doesn't make them "bad people." You calling them names and insulting them because of this DOES make YOU a bad person. -- Proud member of the [23].

Right. You just attack if you're sure you'll win. So where's the risk? And where's the fun? What kind of pleasure you get when you pod-kill someone who's neutral to you, and you don't even know who he is?
Do you pod-kill everyone? How about if the player is member of some big corp, still podding?? Why not? It's fun as you said.
I have seen your type of players in every mmorpg i have played. They attack "lower level" (in this case lower skilled and smaller ship) players and they feel so strong about it. I guess you'll feel strong and powerfull too, you have killed lots of easy targets. Good job.

I probably did not elaborate enough on 0.0. It is much more complex than I stated.
Its certainly not all PvP--and most PvP consists less of actual combat and more of politics.
Some alliances have stayed out of war for months simply through good politics and treaties. -- Proud member of the [23].

Btw, some alliances kill neutrals because they may be scouts/spies for their enemies. Some others do it because they charge a fee to fly in 'their' space and you wanna make sure people pay.
The main reason is because of what happened to CFS.
The Coalition of Free Stars was the final attempt at a free space alliance, completely open to neutrals.
CFS failed miserably. It collapsed from within and without. Nobody wants to defend an alliance's space if they see 1000 other people mining and NPCing there who don't have to do anything to defend the region. And thus became the modern alliance. -- Proud member of the [23].
